KNG Health received a grant from The Commonwealth Fund to determine the system-wide effects of Medicare’s readmission reduction initiatives on both Medicare and non-Medicare readmission rates for conditions covered by the Hospital Readmissions Reduction Program (HRRP), as well as conditions that are not currently penalized under HRRP. We used a pre-post design using both Medicare and non-Medicare inpatient administrative data to assess the effects of the Medicare hospital readmissions reduction initiatives. We constructed risk-adjusted readmission rates by hospital, payer, and condition and constructed estimates of all-condition, all-cause hospital-wide readmissions but excluding pneumonia, heart failure, and acute myocardial infarction for Medicare. The results were published in Health Services Research.
