On December 16, 2016, the Ways and Means Committee released an updated draft of H.R. 3298, Medicare Post-Acute Care Value-Based Purchasing (PAC VBP) Act of 2015. The PAC VBP Act creates a post-acute care value-based purchasing program in which value-based incentive payments will be made to PAC providers for improved quality of care and efficiency. KNG Health conducted a Congressional Budget Office-like score of the legislation, estimating the impact on Federal payments under Medicare and to long-term care hospital over a 10-year budget window.
