The Affordable Care Act (ACA) set forth requirements intended to reduce overall Medicare DSH payments. As a subcontractor, KNG Health provided technical assistance to the Centers for Medicare & Medicaid Services (CMS) on the process of revising the Medicare Inpatient Prospective Payment System (IPPS) DSH payment policy in accordance to Section 3133 of the ACA. KNG Health calculated DSH payments under Section 3133 utilizing feedback from stakeholders commenting on proposed rules to adapt definitions and data sources, analyzed uninsured and uncompensated care data to determine Medicare DSH payments, and drafted timing and feasibility issues to inform CMS on the drafting of IPPS Notice of Proposed Rulemaking (NPRM) and Final Rule. In addition, the team provided analytic and technical support to CMS while they were drafting the NPRM and received comments to prepare for the final rule.
